$56.48 -  per hour (to be determined by award of bid).

• 1.5% climbing stipend, increasing hourly wage to $57.32
• Relocation expenses negotiable
• Hourly wage increases to $58.74 on 4/1/24

JOB PURPOSE:                                                 

Journeyman Lineman duties include construction and maintenance of overhead and underground transmission and distribution systems. Direct responsibility for completing assigned work in a safe and efficient manner and for the general condition of trucks, special equipment and tools.

JOB FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily. Essential functions (EF) are those activities that, if not performed, would significantly and fundamentally alter the position. Secondary functions (SF) are activities not fundamental to the job and may need to be relaxed to accommodate an otherwise qualified applicant with a disability. • EF 85%                Must efficiently construct all phases of overhead and underground line work according to District line construction standards and practices; must know and understand District operating instructions.
• EF 10%                Understand WAC 45 and OSHA 1910.269 rules and be responsible for tools and equipment needed to install and maintain the District's electrical system. This responsibility may include purchasing and inventory of new equipment, tools, and learning new technology.
• EF 5%                  Once qualified will be required to fill-in as Temporary Foreman or Serviceman on an as-needed basis.
• EF Ongoing       Drive a motorized vehicle while conducting business on behalf of the District.
• EF Ongoing       Maintain regular and predictable attendance. Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

QUALIFICATIONS: The qualifications listed below are representative of those required, but reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of the job.

Post-Secondary Education:                                        

Must have completed a JATC or NJATC lineman apprenticeship or a three (3) or four (4) year accredited lineman apprenticeship. Must provide written documentation of related training experience with at least one thousand (1,000) documented hours of working a conductor energized at primary voltage. Acceptable documentation includes copies of apprenticeship certificates, college transcripts or journey-level lineman card equal to NJATC requirements. . 

Experience:                                       

Must have experience in line construction and maintenance, and be proficient in using tools and operating heavy equipment of the trade on energized and de-energized systems. Must have a working knowledge of the fundamentals of electricity as pertains to utility systems.

Specific KSA's: A fully skilled incumbent will have the following specific knowledge, skills, and abilities:

• Knowledge:
  • Ability to develop and maintain a working knowledge of and comply with District safety procedures in accordance with applicable statutes, regulations, policies, practices and procedures.
  • Thorough knowledge of electrical theory and the methods, equipment and materials used in line construction and maintenance.
     
• Skills & Abilities:
  • Ability to communicate effectively with others.
  • Must possess or obtain within three months from hire date, flagging certification, First Aid and CPR certification cards.
  • Must maintain Forklift Certification for Forklift class 4&5 and Lift Code 3&4.
  • Ability to climb poles and towers.

Language Skills: 
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization. Must be proficient in reading, writing and speaking English.

Mathematical Skills: 
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. 

Reasoning Ability: 
Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions. Ability to deal with problems involving a few concrete variables in standardized situations.

Complexity: 
Prioritizes and performs a broad range of moderately complex technical or professional work. Solves day to day problems using established policies, regulations, or work rules. 

Decision Making: 
Works under general supervision. Free to determine most appropriate work methods. Acts as a resource for colleagues with less experience. Escalates unusual or complex issues to supervisor.

Computers & Equipment: A fully skilled incumbent will have the ability to utilize the following software, hardware, or equipment:
To perform this job successfully, an individual must be an experienced operator possessing the ability to operate all line equipment including line trucks, bucket trucks, backhoes, all hand tools, wire pulling equipment, jackhammer, hot sticks, forklift, chainsaw, tensioners, line strippers, digger-derrick trucks, line stringing equipment and all associated construction materials safely and proficiently. Covers energized lines with line barriers/rubber goods to facilitate safe handling of high-voltage lines without 
interrupting service. Be proficient using hot sticks in all phase of line work. Must be able to use or learn to use desktop or laptop computers.
