Job Description
Definition Under direction, the Senior Cost & Schedule Coordinator is responsible for varied and difficult cost coordination work involving the supervision of professional staff and others engaged in a variety of cost estimating, cost accounting, schedule development, schedule analysis, and other project control activities related to transportation capital projects.
Distinguishing Characteristics The Senior Cost & Schedule Coordinator is distinguished from the Cost & Schedule Coordinator in that the former is the advanced journey level within the class series, supervises professional staff and other subordinates, and has charge of the cost and schedule coordination staff. The Cost & Schedule Coordinator is the journey level within the class series.

Essential Job Functions
Typical Tasks
Plans, organizes, and supervises the work of cost and schedule coordination staff involved in conducting project cost and schedule analysis and preparing project reports;
Selects, trains, supervises and evaluates professional and technical staff;
Develops policies and procedures for project cost/schedule analysis and reporting, including cost estimating, cost trend analysis, cost projections, cost accounting, schedule updates, and schedule controls;
Directs the preparation of capital project financial reports and prepares complex cost reports;
Reviews and critiques consultant and contractor cost reports to ensure consistency with VTA and/or project management policies and procedures;
Participates in the selection and negotiation of agreements with consultants;
Conducts cost and schedule analysis of change order impacts, contractor claims, contractor overhead rates, and procurement costs versus prices;
Reviews project invoices as well as progress payments and final payments to consultants and contractors;
Prepares cash flow and commitment projections for tracking of expenditures and comparisons of budgeted versus actual costs;
Supports the development of cost control and project scheduling skills of project managers and support staff;
Coordinates activities of the Project Controls Unit with other departments, divisions and VTA staff as appropriate;
Prepares and reviews project master schedules, detailed working schedules, schedule reports, schedule updates and workaround plans, and related schedule reports;
Works with project managers and department managers on resource loading of all project schedules and resource leveling of division staff requirements and commitments;
Prepares and directs the preparation of a variety of reports and correspondence;
Performs other related work as required.
Minimum Qualifications
Employment Standards Sufficient training, education, and public or private sector experience to demonstrate the required knowledge, skills, and abilities.
Development of the required knowledge, skills, and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in engineering, construction management, accounting, finance, or business administration and four years of increasingly responsible professional cost and schedule analysis experience in capital projects, including at least two years with transportation related projects and two years using Primavera Project Planner scheduling software.
Registration as a Professional Engineer in the State of California is preferred. Certification as a Project Management Professional, AACE Cost Consultant, or AACE Cost Engineer at the time of appointment is required.

Principles and practices of cost engineering, estimating, cost accounting, grant accounting, and funding accounting;
Principles and practices of project management and control including the "earned value" method of integrated schedule and cost control, as applied to engineering and construction projects;
Principles and practices of construction methods, rates of work and production, and CPM scheduling methods to produce independent and valid construction schedules;
General principles of contract administration and construction management;
Principles of supervision, training, budgeting, and administration.
Ability to:
Plan, direct, supervise, and evaluate the work of professional, technical, and administrative staff;
Analyze project cost control and contractor schedule work sequences and project schedule problems and develop effective solutions;
Develop, implement, and monitor policies and procedures related to project cost estimating, accounting, project scheduling, and control;
Coordinate cost control activities with project managers, consultants and contractors, and other departments, divisions, and VTA staff;
Utilize Primavera project control software (Primavera 6, Primavera Project Planner, and Expedition) for project schedule and cost control as well as contract administration purposes;
Use personal computer-based software to prepare spreadsheets, statistical analysis, graphs, CPM charts, and reports;
Communicate effectively, both orally and in writing, on technical, financial, and management information;
Establish and maintain cooperative working relationships with representatives of Federal, State, regional, and local agencies, consultants, contractors, vendors, and the general public.
