What is the position? Under the direction of the Public Works Director, provides comprehensive direction of the City's water, sewer and irrigation water infrastructure management as it relates to the $1.5 billion Utilities Extension Program (UEP). Prepares and administers operating and capital improvement budgets for the UEP. Ensures UEP's operational activities are compliant with local, state and federal regulations. Administers and prepares planning and design of future utility extension project areas including permitting, cost estimates, time schedules, budget, reports, plans and specifications. Provides oversight of project management, bidding and construction. What will you be doing? - Controls all elements pertaining to the City's Utilities Extension Project (UEP), including but not limited to the engineering and inspection consultants, contractors, City employees, and the scope of work.
- Plans and coordinates the UEP infrastructure improvements to meet short- and long-term goals.
- Prepares, reviews and monitors expenditures and capital improvement budgets.
- Reviews proposals for professional contracts with the City and participates in contract negotiations.
- Negotiates, executes and administers contracts with external vendors to deliver the systematic expansion of the City's water, sewer and irrigation distribution/transmission systems.
- Participates in preparation of plans, scheduling, cost estimating, standards, specifications and reports pertaining to construction, maintenance and operation of utility and utility extension projects including areas such as regulatory compliance and system operations.
- Performs all other duties as assigned.
What Education, Experience Licenses/Certifications do you need? - Bachelor's degree from an accredited college or university in Civil or Environmental Engineering or related field.
- Ten (10) years proven success in the design, permitting, bidding and construction management of large-scale water, sewer, irrigation, stormwater and/or road reconstruction projects.
- Must possess Florida Professional Engineer (PE) license or obtain within nine (9) months of hire or promotion.
- Must possess a valid state driver's license and obtain a valid Florida driver's license within thirty (30) days of hire or promotion.
