Contra Costa Water District and the Engineering Department is seeking a Senior Engineer to join a team of professionals working on the Los Vaqueros Reservoir Expansion Project (LVE Project). The LVE Project is a multi-year, $1 Billion Bay Area regional water conveyance and storage project that will provide water to wildlife refuges, improve water supply reliability to the region, and enhance recreational opportunities. The LVE Project is a transformational regional water project that offers once-in-a-career opportunities to design and oversee construction of major water conveyance infrastructure. The successful candidate will be an integral member of the LVE team and will have an opportunity to lead planning and design efforts for the Transfer-Bethany Pipeline (TBPL), a new 8-mile long, 7-foot diameter pipeline with an estimated construction cost of $175 million. The position will also have the opportunity to support construction of the TBPL as well as design and construction of other LVE Project conveyance facilities. The "Project Employee Position" is full-time and temporary with benefits, for work on the Los Vaqueros Reservoir Expansion Project. Because of its unique position as a large urban water agency located within the Sacramento-San Joaquin Delta, CCWD plays a major role in decision-making and technical analyses regarding California water. The ideal candidate will possess technical expertise, characteristics, capabilities and experience in the following areas: managing significant elements of a large project; proven, highly motivated self-starter; strong interpersonal and leadership skills; experience managing consultant engineers; a track record of successfully completing infrastructure projects; prioritizing safety into all designs; and extensive knowledge of civil engineering principles and technical expertise in pipeline and/or pump station design. The position will be responsible for the following: developing overall project schedules; getting input from internal staff and external consultant team; coordinating inter-dependent activities with other work groups; defining problems and objectives and design criteria; ensuring the overall quality of technical work through reviews and identifying specialty technical and constructability reviews, where appropriate; identifying, tracking and developing mitigation strategies for project risks; and managing progress towards key milestones and influencing performance from project team members. Responsibilities also include negotiating scopes of work, schedules, budgets and agreements with consultants and other stakeholders, organizing and leading the work efforts with input from stakeholders, and overseeing the preparation of technical products, including preliminary and intermediate design deliverables, geotechnical reports and construction contracts. This position reports to the Los Vaqueros Expansion Engineering Manager. The selected candidate is expected to provide project leadership to gain project buy-in from internal and external stakeholders, including the LVE Project partners, which will require technical expertise and the ability to engage diverse interests and obtain input and support for decisions. The following is a summary of the key near-term projects that will be the focus of the selected candidate, along with other technical elements that the selected candidate may support. Transfer-Bethany Pipeline: This new 8 mile, 7-foot diameter pipeline will deliver water from the Los Vaqueros Project facilities to the LVE Project partners through a new connection to the California Aqueduct. With the support of an engineering consulting team, initial work on this project includes of selection of a final pipeline alignment in coordination with regional transportation agencies and conservancies, and design of a Turn-in to the California Aqueduct through coordination with the Department of Water Resources. Following final alignment selection, the project includes preparation of a land acquisition strategy and plan, leading to acquisition of the pipeline right-of-way, entering into agreements and obtaining permits from various agencies, and developing progressively detailed plans, specifications and estimates and final construction bid documents and other activities needed to complete the project. Other LVE Project Facilities: The LVE Project includes design and construction to expand the existing Los Vaqueros dam from the current storage capacity of 160 thousand acre-feet to a new capacity of 275 thousand acre-feet. The project also includes several large conveyance facilities, including: three pump stations, 1) the Contra Costa Canal Pumping Plant No. 1 at 350 cfs, 2) Neroly High Lift Pump Station at 300 cfs, and 3) the Expanded Transfer Pump Station at 300 cfs; modifications to the existing Transfer Pump Station at 250 cfs; a new 5 million gallon balancing reservoir (tank); and inspections of and modifications to other existing conveyance facilities. The LVE Project is scheduled to be completed over approximately 6 to 10 years, providing opportunities to work on multiple facilities through design and construction.
