The City of Wilmington is seeking a professional engineer to serve as the City's Traffic Engineer. This division head is responsible for overseeing the operations, management and personnel of the Traffic Engineering Division which consists of Engineering, Operations and Maintenance for Intelligent Transportation Systems(ITS), sign and marking operations, SafeLight automated traffic signal enforcement program, street light programs and coordination of traffic engineering review of private and public developments. Responsibilities include preparing and administering a $3.7 million operating budget, supervising and training a staff of 24 professional, technical and field personnel, administering capital projects, and overseeing special projects and programs. Other duties include conducting public meetings, identifying issues and implementing solutions, overseeing consultants and contractors, presenting information to elected officials, and serving during inclement weather, emergencies or scheduled events.
Services provided by the Traffic Engineering Division include:
Operation and maintenance of the ITS system comprised of over 220 traffic signals and 34 CCTV cameras, 60 miles of associated fiber optic network
Review and maintenance of over 20,000 City street signs and 4,000 centerline miles of pavement markings
Administration of the street lighting program with over 8,000 leased lights, 800+ City maintained ornamental lights and over 40 contracts for reimbursement to neighborhoods with non-standard lighting.
Administration and review of the red-light camera program with 13 enforced sites
Review and coordination with public and private development projects including technical review and traffic impact reviews.
Management of Neighborhood traffic and coordination with Police by use of over 10 radar feedback signs and stealth radar units.
Oversee traffic signal engineering and operations and signs and markings engineering and operations by supervising direct reports, developing work plans, ensuring special conditions are handled appropriately, evaluating unit performance, ensuring staff is equipped and trained, and coordinating and reviewing responses to the public, management, and elected officials.
Perform and review safety studies to determine appropriate treatments, traffic controls or other mitigating actions to resolve safety issues.
Administer SafeLight Program by monitoring contractor performance, handling citizen issues, reviewing violations, evaluating program success, developing and presenting public relations materials, evaluating fiscal issues relating to revenue distribution and monitoring the appeal process.
Manage Neighborhood Traffic Program by listening to public feedback, collecting and analyzing data and coordinating with Police to enforce egregious speeding.
Oversee capital improvement projects by reviewing designs, overseeing consultants, managing fiscal resources, identifying capital improvements, reviewing and identifying scope, monitoring projects during construction and coordinating with outside agencies and the public.
Coordinate with the Engineering Department by providing Traffic Engineering review of administered by the Engineering Department. Coordinate with the North Carolina Department of Transportation to evaluate and advise on local projects being developed by the NCDOT. This position is a voting member on the Wilmington Metropolitan Planning Organization and attends monthly meetings to develop and refine future transportation plans for the region.
Prepare and administer the annual budget by forecasting revenues and expenditures, identifying staffing needs, presenting proposals for approval, authorizing payments and monitoring expenditures for recommended adjustments.
Education: Bachelor's degree or higher in Civil Engineering or related engineering field from an accredited college or university.
Experience: At least five (5) years of progressively responsible traffic engineering experience, including two (2) years of supervisory experience.
Other Requirements: Valid Driver's License and Professional Engineer (PE) in the State of North Carolina.
Notes: Driving and criminal history check required for the selected candidate. The selected candidate will also be required to complete a post-offer drug screen.

Starting salary will be competitive and is dependent on the selected candidates' qualifications and experience. Hiring range is expected to be $100,000 - $123,604. A comprehensive benefits package includes participation in the Local Government Employees Retirement System and an automatic 4.5% contribution to a deferred compensation plan
