Administer and manage the Operations Management Division which includes multiple bureaus having responsibility for the design, construction, planning or implementation of infrastructure maintenance functions. Supervise engineering, professional, technical and non-technical staff.
Perform a variety of engineering duties of a complex nature which may include any of the following: project management, infrastructure maintenance, designing and reviewing plans and specifications for highways and roadways, storm drainage, shore protection, maintenance of navigation, field engineering and management support for the operation and maintenance of public facilities, and emergency and disaster response/recovery.
Prepare the annual operating budget and manage assigned engineering, technical and administrative staff within the approved budgets.
Oversee bureau budgeting and personnel management and other aspects of administration to effectively provide services as required.
Prepare and administer construction maintenance contracts to ensure the best possible infrastructure within budget limitations.
Direct and manage the CMMS (Computerized Maintenance Management System) for Public Works Operations and associated systems. Oversee development of work plans and schedules for the Division of Highways, Stormwater, and Operations Management to ensure efficient utilization of resources (e.g., equipment, materials and personnel).
Maintain complex records and prepare reports in order to meet City time schedules, budgets and standards.
Brief executive staff and City Council on program issues and policies
Coordinate at a programmatic level with regional, state and federal agencies. Meet with City officials, consultants, contractors, state and federal officials, citizen groups and individuals regarding Public Works maintenance activities.
Perform other job duties requiring skills, knowledge and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the supervisor based on then current workloads and department needs.

Requires a Bachelor’s Degree from an Accreditation Board for Engineering and Technology (ABET) approved engineering or engineering technology program with a Professional Engineer (P.E.) license from the Virginia Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers and Landscape Architects (APELSCIDLA) and nine (9) years of progressive professional engineering experience; OR an Associate’s Degree with eleven (11) years of progressive professional engineering experience AND certification as a Professional Engineer (P.E.) from (APELSCIDLA).
