PURPOSE OF THE POSITION:
As the Chief Engineer – Bridges you will provide professional structural engineering assessment (detailed inspection and strength rating), planning and design services for bridge and structure repair, rehabilitation and reconstruction projects and programs at Canadian Pacific.
Ensure that all bridges and structures assessments, designs, drawings, specifications, fabrications and construction procedures are performed in accordance with the appropriate technical, CP business and regulatory requirements;
Direct the provision of structures assessment, planning and design for bridge repair, rehabilitation and construction projects and programs across all Canadian and US territories;
Direct the technical aspects of bridge repair, rehabilitation, fabrication and construction;
Review and approve of strength ratings and life cycle assessments of large and complex structures to ensure economical, safe and reliable train operations on existing structures;
Ensure structures are planned, designed and fabricated in accordance with the business considerations of the CP Structures multi-year capital and maintenance programs;
Review and approve of conceptual and General Arrangement design plans for new structures and complex rehabilitation of existing structures to ensure practical constructability and economical bridge rehabilitation and construction;
Review of outside party submissions to ensure safety and reliability of the railway infrastructure;
Provide advice and recommendations to senior officers concerning new bridges and structures planning and design; and existing bridges and structures assessment;
Develop of policies, technical standards and specifications concerning the inspection, assessment, design and fabrication of bridges;
Direct and provide guidance concerning the emergent technical response to service disruptions created by damage to bridges and other structures on the CP system;
Provide direction concerning the performance evaluation and professional development of staff through needs assessment, review, feedback and implementation of development plans;
Direct the review of the movement of specialized equipment (clearances, weight & speed restrictions) not covered by the applicable instructions that govern operation on CP bridges and structures;
Assist with the development of current year project and multi-year program capital and maintenance bridge rehabilitation and reconstruction plans;
Assist with the management of CP bridges and structures inventory and condition information systems;
Direct and guides the implementation of innovative work methods and new technology for the assessment, design, fabrication and construction of bridges to ensure safety and reliability of the CP bridge infrastructure;
Assist with the development of capital and expense spending priorities for structures, consistent with maintaining a safe railway operating infrastructure and CP's business strategies;
Lead the assessment, planning, design and fabrication of bridges and structures; and impacts construction activities for annual and multi-year capital and maintenance projects and programs
Must possess an Undergraduate university degree in Civil Engineering with specialization in Structures. A Graduate degree in Structural Engineering is preferred. Additional studies at a Graduate level in engineering, business administration or project management is beneficial;
Minimum of fifteen (15) years railway experience which should include at least five (5) years railway infrastructure maintenance and construction experience; and ten (10) years of structural engineering design experience; with appropriate related progressive managerial experience;
As a minimum, must be licensed, or able to be licensed, to practice as a Professional Civil or Structural Engineer in the Canadian Provinces in which CP operates. Registration and licensing in other jurisdictions where CP operates is beneficial.
