To coordinate, manage and inspect the planning, design and construction phase of construction work on Railroad property performed as part of the Capital Program, protecting the Company’s interests and ensuring safety in all aspects thereof. Coordinate the coverage of such work by several staff members including Construction Engineers, Construction Representatives and Agreement Railroad Inspectors.
Manage and coordinate the coverage of Construction Engineers, Construction Representatives and Agreement Railroad Inspectors in the coordination and inspection of the work performed by 3rd party contractors in support of the Capital Program. Ensuring that all work is performed in a manner to allow for the safe performance operation of the railroad.
Oversee the effective implementation of the Capital Program’s Safety Plan, ensuring that all personnel are satisfactorily performing their roles in the project, contributing to a successful safety program.
Review construction procedures and provide technical advice to contractors and other outside parties as to acceptable construction procedures, techniques and design standards ensuring safe operation of the railroad.
Provide technical inspection of contractors' performance on the railroad’s Capital Projects to assure compliance with contract documents. Manage and coordinate with the consultant’s field personnel on Capital Projects and right of way.
Keep management informed as to completion progress and schedule (any deviations from plans, specifications or procedures must be referred to Engineer for approval.
Coordinate construction procedures for work involving force account and effecting railroad operations. Represent the railroad at various meetings.
Represent MNR with other State, City, County and Municipal agencies, Utility companies and private individuals for which coordination is required with the work of the Capital Program.
Familiarity with transportation operations and/or other applicable civil/structural construction.
Familiarity of state and federal codes and regulations pertaining to design and construction.
Knowledge of engineering principals with an emphasis on civil/structural engineering.
Excellent verbal and written communication skills are required to provide the necessary technical and administrative support.
Demonstrated knowledge of working on or about railroad Right of Way with knowledge of viable construction procedures that serve to provide safe railroad operations.
Demonstrated ability to manage agreement personnel with an understanding of work rules and agreements associated with managing and coordinating the coverage of various projects.
Familiarity with Microsoft Office Suite and/or comparable applications.
Familiarity with Critical Path Method (CPM) Scheduling.
Strong project management and coordination skills are required to plan, direct and control the successful implementation of various projects performed as part of the Capital Program and other company objectives as directed.
Working knowledge of Project Management, Construction Management, Construction Contracts, Quality Assurance/Quality Control, Safety and Security procedures.
Knowledge of crane rigging calculations and rigging operations.
Strong interpersonal skills to interact with internal/external customers.
Ability to respond to emergencies 24 hours a day, 7 days a week, as required.
Valid driver's license.
Familiarity with Metro-North Railroad Operations, safety and security procedures.
Familiarity with railroad track, bridges, facilities, station construction, and power and signal infrastructure.
Familiarity with work rules associated with ARSA Railroad Inspectors.
Bachelor’s Degree in Engineering, Architecture, or related engineering discipline.
Minimum of seven (7) years of experience in Engineering, Construction and surveying practices and principles as they relate to railroad infrastructure projects including track, yards, power & signaling systems, bridges, facilities, and/or station construction.
Minimum of five (5) years of experience managing civil/structural/construction projects.
National Institute for Certification in Engineering Technologies (NICET) IV
This is a safety sensitive position and subject to toxicology testing. As an employee of Metro-North Railroad you may be required to complete a New York State financial disclosure statement, if you earn more than $95,534.00 or if you hold a position designated as a policy maker. Effective September 2017, all full-time non-agreement personnel other than those directly involved with the movement of trains or delivery of service, or assigned to other emergency response teams, are required to serve in the Station Terminal Auxiliary Response (STAR) program requiring Terminal coverage for Grand Central Terminal (GCT) from 4:30 PM-7:30 PM one week per year or responding to Station STAR duty during a service disruption, system-wide at various hours including nights and weekends. This program is designed to improve Metro-North’s ability to provide customer service during emergencies that impact service delivery or other service disruptions that require staff to provide directions and information to MNR customers at GCT or outlying stations. Please note, hours worked during your participation week are subject to change.

Agreement Employees applying for a position outside of their present craft are required to have worked in your current union for at least one (1) year preceding the Application Deadline to be eligible to apply for a posted position, and have completed the agreed upon formal training commitment, including on-the-job training or lock-in requirement, if applicable (for example: Signal Trainee, Foreman-In-Training, etc.). If you are transferring to another craft, you may be required to forfeit your seniority in your present union. Non-agreement employees must have worked in your current position for a minimum of one (1) year preceding the Application Deadline. Along with a background investigation (including but not limited to, employment, education, and criminal history), employees are also subject to an internal investigation, which includes an evaluation not limited to discipline records and performance assessments.
