Sound Transit SENIOR SYSTEMS ENGINEER - RAIL VEHICLES Job #17-01129
CLOSING DATE: Continuous GENERAL PURPOSE: Under general direction, manages the procurement, design, manufacturing, testing and commissioning of the agency's rail vehicles. Provides engineering support to other departments in the maintenance and life cycle management of rail vehicles. Coordinates assigned activities with other divisions, departments, and outside agencies; troubleshoots and resolves system errors, issues, and warning messages as needed; and performs technical support duties to assigned area of responsibility ensuring quality of work meets the standards set forth by the Agency.

ESSENTIAL FUNCTIONS: The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. • Provides input to agency design criteria, standard specifications and technical drawings for rail vehicles and interfacing railway systems. • Acts in the role of Project Manager for rail vehicle procurement contracts and supporting consultant contracts. • Reviews consultant and vendor submittals for conformance with agency design criteria, national and local codes and contract requirements. • Manages testing and commissioning activities for new rail vehicle procurements and supports testing and commissioning for existing fleet retrofits. • Performs surveys and inspections of rail vehicles as required. • Participates in hazard and risk analyses, value analysis and schedule reviews. • Provides technical training and guidance to operations and maintenance technicians and other staff as required. • Performs root cause analysis and repair of technical issues and trends; assist team members as needed to resolve advanced technical issues. • Provides general leadership and mentoring of Systems Engineers and Junior Engineers.
MINIMUM QUALIFICATIONS: Education and Experience: Bachelor's Degree in engineering or closely related field and four years of rail vehicle experience (design, manufacture or maintenance); OR an equivalent combination of education and experience.
Required Licenses or Certifications: • Possession of a valid Washington State Driver's License. • Washington State Professional Engineer preferred.
Required Knowledge of: • Principles and practices of rail vehicle design, manufacturing, operations and maintenance. • Interfaces between rail vehicles and other railway infrastructure systems such as track, traction electrification, signals and communications systems. • Methods and techniques of performing advanced troubleshooting activities on rail vehicle systems. • Principles of system testing and commissioning. • Quality management principles. • Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.
Required Skill in: • Applying advanced principles and practices of systems engineering • Applying principles and practices of project management on fast moving complex projects • Development and interpretation of detailed technical requirements and scoping documents. • Utilizing computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports. • Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public. • Strong written and verbal communication skills to concisely and accurately convey detailed technical information to others.
PHYSICAL DEMANDS/WORK ENVIRONMENT: • Work is performed in a standard office environment and in a transit system field environment including rail tunnels and equipment rooms. • Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, and physical harm when conducting field surveys and when working in the field.
