The Intelligent Transportation System Engineer reports to the Town Traffic Engineer. The primary functions of this position are managing the planning, design, operations, implementation and maintenance of the Town's ITS. They will organize workloads and manage the Town's Traffic Operations Center staff including participating in the selection and training of new staff. They will manage the communication systems for the Town's Traffic Signal Network. They will work with the Information Technologies (IT) Department for new communication system design and construction in Town Capital Improvement Plan (CIP) projects. They will monitor and assist in planning for future CIP projects. They will perform reviews for new commercial, residential development, CIP projects, and internal maintenance projects for traffic signals and fiber optic interconnect. They will inspect construction work performed by contractors on traffic signals and fiber optic interconnects. They will use various traffic operations software. They will perform signal re-timing and various traffic analysis. They will address citizens' concerns in a timely manner related to traffic signals and ITS devices.
ESSENTIAL DUTIES AND JOB RESPONSIBILITIES
Organize workloads and manages the performance of staff and training of staff. Develop and monitor staff goals and objectives;
Manages the current Traffic Operations Center operating budget and tracks changes;
Manages and administers the Town's fiber optic network for the Traffic Network, as well as for the IT Department;
System analysis and database management of the Traffic Network;
Conduct field inspections; checks installation and operation of traffic signals and fiber optic infrastructure. Make decisions on field relocation of equipment and assets;
Review plans and specifications of traffic signals and fiber optic interconnect. Coordinate planning and construction with various utilities;
Plans, organizes, and directs the troubleshooting or modifications of traffic signals and the Traffic Network;
Monitors traffic conditions and makes traffic signal timings changes to the Traffic central system due to congestion and/or construction;
Integrating new technologies and equipment into the Traffic Network and resolves incompatibility issues;
Reviews and creates traffic signal specifications and plans for new technologies;
Represents the Town on various committees, as assigned;
Other duties as assigned.

Bachelor's Degree in Civil Engineering/Traffic Engineering
Four years of experience in traffic engineering, ITS or civil engineering, traffic signal programming/maintenance
Prior experience in a supervisory capacity highly desirable.
Professional Engineer (P.E.) license is preferred.
Must possess and maintain a valid Arizona driver's license.
